bluesign releases 2026 chemical reference lists

Bluesign has released the 2026 editions of its three core chemical reference lists: BSSL Version 17.0, BSBL Version 8.0, and bluesign RSL Version 17.0. Updated annually, these reference lists reflect the latest toxicological and ecological research, evolving global regulations, new analytical methods, and recommendations from the bluesign Chemical Expert Group – a panel of product stewardship experts from bluesign System Partner companies who evaluate substances and establish chemical limits across the bluesign System.

Each reference list serves a distinct purpose within the manufacturing process:

• bluesign System Black Limits (BSBL): Establishes threshold limits for substances contained in chemical formulations used during manufacturing, including dyes and auxiliaries.
• bluesign System Substances List (BSSL): Defines consumer safety limits for substances present in finished textile products.
• bluesign Restricted Substances List (RSL): Serves as the consumer safety reference used by brands and retailers for purchasing specifications and product testing.

Each publication includes a detailed change log outlining newly added substances, revised limits, and other technical updates. The most significant revision this year focuses on PFAS. Updates include:

• Expansion of the PFAS phase-out chapter.
• Revisions to recommended testing methodologies.
• Introduction of a new section distinguishing fluorinated non-PFAS dyestuffs from PFAS compounds.

With these revisions, bluesign PFAS limits are now aligned with the values established under the French PFAS restriction, as well as the limits proposed under Sweden’s national restriction and the broader EU PFAS restriction proposal. Additional updates across the lists include:

• New restricted flame retardants, including Dechlorane Plus.
• New colorant restrictions, including Basic Green 4 (Malachite Green).
• New or tightened limits for selected amines, arylamines, isocyanates, biocides, and metals including mercury, nickel, antimony, and chromium.
• A new chapter establishing substance limits for jewelry, aligned with the AFIRM RSL.
• Newly identified Substances of Very High Concern (SVHCs).
• Updated analytical testing recommendations to improve accuracy and consistency.

Unless otherwise specified, the revised requirements will be implemented on a phased schedule: BSBL (chemical inputs) will be effective no later than July 1, 2027. BSSL and RSL (finished products and purchasing) will be effective no later than July 1, 2028.
